Who is the real contractor on Gospel Rock?

Web of construction companies with the same director have been sued seven times in three years in Vancouver law courts

It is unclear who the general contractor for the Gospel Rock development is. In August 2020 Gibsons construction consultant Des Delaney, working for Greenlane Homes, was introduced to James Wang of JKCE as the general contractor. 

There are two firms with JKCE in their name: one is registered as JKCE Construction Group Ltd., with one director: Shih Hsien Wang, also known as James Wang. 

The other, JKCE Construction, is owned by Kwang Chyun Enterprises Ltd., with Shih Hsien Wang listed as director and president. 

James Wang also does business as TKCW Construction Company Ltd., of which he is listed as director under the name of Shih Hsien Wang and as president under the name of James Wang. 

Since 2017, seven subcontractors and suppliers in the Vancouver area have filed lawsuits against these companies for non-payment.

On February 3, James Wang told The Coast Clarion he is the general contractor.

WorkSafeBC listed Taurus Consulting Group Ltd. as the prime contractor for the sewer and water lines on Gospel Rock from September 9 until January 9, 2021. Directors of Taurus Consulting are Shih Hsien Wang and developer Ji Yan of Greenlane Homes.  

Construction industry sources say it is unusual that developer and contractor are the same on a large project.

The actual work on site between the first week of September and the first week of December was done by Dhanda Trucking and Demolition Ltd, as a subcontractor for Taurus Consulting Group.

The Coast Clarion asked the Town’s planning department if the Town knows who the contractor is. There was no response.

The work site has no sign with names and contact information for the developer and contractor. A municipality would oversee this issue, WorkSafeBC told The Coast Clarion.

Developer Ji Yan did not return calls.

  1. This has shady written all over it. Really disappointed the town let this development go through. It was such a magical place… now just a place for international developers to make a quick buck creating a space for the overly wealthy.

    1. We local residents have protested long and hard for proper oversight. I first attended public meetings for this developement at its inception about 30 years ago. Now the town has a boondoggle on its hands. It could all have been avoided by proper vetting of the provenance of ownership.It was always an exercise in buck passing and now the buck has come full circle.

  3. A nightmare in the making! What is wrong with our local government, notably town staff? Isn’t it their job to make sure that these developers are vetted? Where is the town’s oversight? Now that we have a heads up on this sleazy operator our town better be on their toes checking this site for any violations before they are out of control. My heart goes out to all the trades that will be hung out to dry.

    This type of developer just gives the whole industry a bad name….so, do we need more reasons not to trust big development? Why does Gibsons buy into these mammoth proposals which are way above their skill level to handle and should things go sideways the taxpayer does not have deep enough pockets to rectify the problems incurred and no other options but to let the project proceed.

    This just makes me sick! How do we get the town to put a tight leash on this developer?
